Currently three other measures addressing the right to engage in sports wagering have been filed for placement on the November 2022 ballot:

• The first measure (#21-0017) filed by established, out-of-state commercial online gaming operators including DraftKings and FanDuel, is referred to as the “DraftKings Measure", RSTF Contribution is 0% and jeopardizes the California Tribal Gaming and directly attacks the Tribes Class III gaming.

• The second measure (#21-0009) filed by several cities but backed by some California commercial cardrooms, is referred to as the “Cardrooms Measure”; RSTF contribution is 0% and does not include Tribal gaming.

• The third measure (#19-0029) filed by a group of California tribes (Pechanga Band of Luiseno Indians), has already qualified for the November 2022 ballot is referred to as the “Tribal Retail Initiative”.  This third initiative would provide for in-person (often called “retail” or “brick and mortar”) sports wagering at tribal casinos on Indian lands and includes four (non-tribal) designated horse racetracks in the state, but with no mobile sports wagering permitted.  Current RSTF contribution is 10%.

• The newest, fourth measure (#21-0039), filed by San Manuel Band of Mission Indians on November 5th, 2021 is referred to as “Tribal Online & Retail Sports Wagering Initiative”.  This initiative is currently accepting comments until Tuesday, November 30th, 2021.

​San Manuel's initiative team will compile comments and submit their

Amendment (#1) to Secretary of State by December 6th, 2021.

Another workgroup specific to RSTF Tribes schedule three meetings to gather and

work through the initiative in efforts to INCREASE the RSTF contribution.
